This is a rare and career-defining opportunity to lead growth and place-shaping across a whole slice of London in Richmond upon Thames and Wandsworth. As Executive Director of Growth & Place, you’ll operate at the forefront of London’s long-term transformation, steering a bold agenda that is fully aligned with the ambitions of the London Growth Plan.

This dual-borough role is unique in scale, complexity, and potential. Richmond offers a compelling mix of green space, including Richmond and Bushy Parks, schemes to reinvigorate local centres in Twickenham and Richmond, and scientific innovation with Kew Gardens and the National Physical Laboratory.

Wandsworth, meanwhile, stands out as a nationally significant growth hub—home to major regeneration schemes in Battersea and Nine Elms, innovation corridors in Tooting, and creative clusters around Clapham Junction and Wandsworth Town.

You’ll be responsible for shaping and delivering place-based strategies that unlock this potential—whether through infrastructure investment, housing delivery, town centre revitalisation, or the development of clusters in life sciences, creative industries, and tech. Your leadership will directly influence how both boroughs deliver on the promise of sustainable, inclusive, and future-ready communities.

In this role, you will:

  • Provide strategic leadership across regeneration, planning, economic development, housing growth, and high-street renewal.
  • Drive the delivery of key elements of the London Growth Plan, including industrial innovation zones, mixed-use regeneration, and life sciences hubs.
  • Champion inclusive and place-based growth that benefits all communities
  • Lead a talented, multidisciplinary team and foster strong partnerships with elected members, investors, developers, institutions, and local communities.
  • Balance commercial insight with public value, ensuring development is not only economically impactful but environmentally and socially sustainable.

 We’re looking for someone who:

  • Brings visionary and dynamic leadership, with the credibility, energy, and strategic acumen to lead high-profile transformation across two boroughs.
  • Has a deep understanding of place-making, regeneration, and economic development, with a proven track record of delivering large-scale, complex programmes in multi-stakeholder environments.
  • May come from the public or commercial sector—what matters most is your ability to lead at scale, influence across complex political and community landscapes, and deliver tangible, community-centred outcomes.
  • Has experience working with developers, investors, and public agencies, and is comfortable navigating the political dimensions of local government with confidence and sensitivity.
  • Demonstrates a collaborative and inclusive leadership style, able to inspire cross-functional teams, empower others, and build strong, trust-based relationships across sectors.
  • Is commercially astute, with a sharp eye for opportunity, a strong grasp of risk and value, and a clear commitment to ensuring public investment delivers measurable return and impact.
  • Understands how to align local priorities with regional and national strategies—particularly the London Growth Plan—and can translate ambition into delivery that is sustainable, inclusive, and locally rooted.
  • Above all, is ambitious, forward-thinking, and motivated by the opportunity to shape the long-term future of Richmond and Wandsworth—creating places where people and businesses thrive.
