Enterprise Cheshire & Warrington (ECW) is seeking a dynamic and experienced leader to support businesses and investors in delivering sustainable and inclusive economic growth across Cheshire and Warrington.
This pivotal role will support the delivery of the vision for the sub-region, leveraging sectoral and place-based transformational opportunities. As our new Director, you will be responsible for formulating and developing strategic land, property, and place-based initiatives, programmes, and projects. These efforts will support the sub-region’s key economic priorities. You will provide strategic commercial land and property advice to the C&W Joint Committee, Chief Executive, ECW colleagues, Business Advisory Board, Growth Directors, and other stakeholders.
Collaboration is key in this role. You will work with landowners, developers, and local authority partners to identify and promote new development and investment opportunities, supporting their development and delivery. Ensuring a robust pipeline of projects that advance the economic development of C&W and are ready to capitalise on funding opportunities is essential.
You will also collaborate with local authorities to ensure adequate housing to support the economic strategy and vision of C&W, co-ordinating and managing the investment approval process for physical development projects, including business case appraisals.
Negotiating and delivering investment agreements with landowners, developers and investors will be a crucial part of your role. This includes drafting heads of terms and formal agreements. You will also work closely with the Managing Director of Marketing Cheshire to market and promote the Cheshire Science Corridor and Enterprise Zone through strategic marketing plans and public engagements.
Additionally, you will oversee all aspects of the Cheshire Science Corridor Enterprise Zone. This includes monitoring sites within the Zone, analysing business rates income, and disseminating outcomes. Using data and insights, you will ensure that policies for sustainable, inclusive, and rapid growth are well-informed and evidence-based.
Finally, as our Director of Regeneration and Insight, you will leverage a robust body of intelligence about the local economy and investment opportunities. This will ensure ECW provides well-informed advice and support to elected leaders, the business community, and investors and will see you work with central and local government to ensure their involvement in C&W’s economic development is supported by comprehensive evidence.
Candidate:
The ideal candidate will have extensive experience in local economic development, regeneration, and commercial property development. You should possess strong commercial property skills, the ability to construct complex deals, and formulate policies and strategies. Strong interpersonal skills are essential, as is the ability to build relationships with a wide range of stakeholders, including senior private and public sector leaders. You should be proactive, self-motivated, and able to guide teams towards strategic goals.
