Head of Compliance, Westminster City Council, £74,688 to £93,090

Our Housing Services are high profile and vital to maintaining and enhancing the Council’s reputation. As our Head of Compliance, working within the Council’s Major Works and Sustainability Division, you will be responsible for leading and managing the Compliance (assessment and delivery) function for the Council’s 22,000 housing stock, including tenanted and leasehold property.

In addition, you will be responsible for the overview of compliance for the Council’s 3,500 units of temporary accommodation, including an overview of the condition of Westminster City Council and 3rd party owned temporary accommodation.

The remit of the role includes:

  • Budget responsibility up to £5 million.
  • Responsibility for up to 75 reports and matrix management of relevant colleagues across the organisation.
  • Commission and deliver a resident focused Landlord Compliance Service which meets regulatory and legislative standards including Fire Safety and Fire Safety Act 2021, Legionella/Water Safety, Asbestos, Gas, Electrical, Lifts and Lifting Equipment and Building Safety Act 2022.
  • Co-ordinate the Council’s Risk Assessment Programs, actions arising, and M&E safety inspections and services.
  • Ensure adherence to regulatory standards and internal policies. Develop and implement risk mitigation strategies.
  • Conduct regular audits to identify potential areas of non-compliance, report on compliance-related issues and propose improvements.
  • Advise on current and future regulatory requirements including Right to Repair and CDM, ensuring that the Council’s contractors have the necessary accreditations e.g. Gas Safe.
  • Provide learning and development to staff on compliance and collaborate with different departments to ensure a unified compliance approach.

Requirements for the role:

  • Detailed knowledge of relevant legislation such as the Fire Safety Act 2021, the Building Safety Act 2022, and the ability to advise and ensure compliance.
  • CIH Level 3 or above Housing Maintenance and Asset Management 
  • Institution of Occupational Safety and Health and/or National Examination Board in Occupational Safety and Health
  • A strong understanding of compliance regulations within the Housing sector including service delivery.
